Part 1. Read the passage and decide whether the statements are true (T) or false (F). Why is literacy such a problem in many countries?

People are willing to point the finger in a number of directions: some blame television and the mass media for the problem; others say it is the school’s fault. It is doubtful, however, that the problem has only one cause. Research shows that unless children learn the basic of reading and writing by the end of year 3, they can be disadvantaged for the rest of their lives. People do not finish their schooling for a variety of reasons: some with literacy problems missed large chunks of schooling due to poor health or sight or hearing problems; others came from poor backgrounds where reading was more a luxury than a necessity, and books were in short supply.

In addition, literacy is a skill that can get “rusty”, If it is not frequently used, it can be forgotten. It needs to be constantly updated and improved.

What can be done to improve literacy skills? –

A number of projects are already being carried out. Some of them require a high degree of funding, others involve no more than a change of attitude towards literacy and people with literacy problems. Organised education programmes financed and run by the larger industries and companies are available in most states in Australia. Training courses tend to be offered to employees during normal working hours and do not interfere with holidays or overtime periods. And most importantly, courses are run on a voluntary basis. Their effects are already being felt by both, employees and management alike.
